Portugal voted the best place to live in Europe

Portugal has just been voted the best place to live in Europe and 3rd best in the world in a recent survey carried out by Natwest Bank. The NatWest Quality of Life Index put Portugal in the top three behind Canada and New Zealand respectively. Increasing numbers of UK workers are spending time working abroad tempted by career opportunities and a better lifestyle. Equally the number of people retiring abroad is also rising and is set to reach 3.3 million by 2050.

Escaping pressured jobs and stressful life styles and a desire for a better way of life has led to more British Citizens moving abroad than ever before. Thirty seven percent of expats surveyed put quality of life as the top factor influencing their decision. The survey sample comprised 1,114 British expats permanently living abroad and looked at key criteria including: healthcare, public transport, weather, housing, food, entertainment, education, security, natural environment, leisure and culture, public services, law enforcement, availability of consumer goods, sanitation, retirement facilities and banking services.

The survey reveals that British expatriates are healthier, wealthier and happier wherever they move to, so why did Portugal come out on top? Britain and Portugal have long enjoyed good relations, dating back to the 1373 when the two countries signed the Anglo-Portuguese Alliance, the oldest alliance in the world still in force. This long standing good relationship may be one of the reasons Britons feel at home in Portugal. Another contributing factor could be space, with the population of Portugal at only 10.9 million, less than the population of London, there is a slower more relaxed pace of life with fewer traffic jams and queues and more space to move about.

The Algarve is the most popular destination for expats and the weather is most definitely a factor with more than 300 days of sunshine per year, and temperatures ranging from the high 30Cs in summer and rarely dropping below 10C in the winter. The 200km Algarve coastline is home to over 50 beaches a third of which fly the coveted blue flag indicating pristine beaches with extremely clear water. Portugal has just emerged from the second hottest summer on record, the Portuguese Met Office revealed this week.

Following on news that July had been the hottest since 1931, it was revealed this week that the summer of 2010, taking into account the months of June, July and August, was the hottest for 79 years.

This past summer, according to the Met Office, witnessed average temperatures of 23ºC on mainland Portugal which is 1.7ºC above the average for the reference period, which is 1971 to 2000. Average maximum temperatures this past summer were 30ºC, which is a staggering 2.5ºC above what the Met Office considers normal, while thermometers sat at an average minimum of 15.9ºC, which is 1ºC above what weathermen would expect for that time of the year.

Thermometers exceeded 35ºC in all districts of the country, with the Alentejo reporting 50 out of 90 days where temperatures were closer to 40ºC than they were to 30ºC.

In July, the Algarve reported record numbers of tropical nights which occurs when minimum temperatures fail to fall beneath 20ºC.

July was also particularly hot, with average temperatures of 31.75ºC being 3ºC above normal.

The Met Office also said that in addition to these temperatures being substantially higher than usual, they were also responsible for increased discomfort.

According to the Weather Stress Index people on mainland Portugal were subjected to high and extreme levels of thermal discomfort.

A total of three heatwaves were reported during the months of July and August.

Last December, the Met Office revealed that Portugal has warmed by 1.2 degrees Celsius over the past few decades and is increasingly prone to extreme weather patterns such as heavy rains, heatwaves and extended cold snaps.

"Extreme phenomena could start having a greater frequency than they have had in the past. We are constantly setting new records for the hottest summers", predicted the president of the National Met Office, Adérito Serrão.

Meanwhile, and despite the higher than normal temperatures, the Met Office said the past summer varied from being "normal to dry".

No concerns have as yet been raised due to rain, especially after Portugal managed to break yet another weather record earlier this year with news that it was the wettest winter since 1870 in Lisbon.

Not surprisingly, flood-ravaged Madeira also managed to beat rainfall records, which were first compiled on the island in 1865.

In a further endorsement for Portimão as an important destination on the European cruise rota, popular cruise company Pullmantur has included the city on its books and will be making its maiden visit on September 27th.

Next Monday Pullmantur's 'Empress' will be sailing into Portimão as part of an itinerary that includes Malaga, Tangiers and Lisbon.

Pullmantur is following in the footsteps of other large cruise operators, such as Iberocruceros and Princess Cruises.

'Empress' was fully renovated in 2004 and can carry 1,853 passengers and 685 crew members.

At 208 metres in length and 30 metres width the imposing vessel can reach speeds of 19.5 nautical knots and weighs 48,500 tons.

It is due to call into Portimão another 14 times before the end of the year, on October 1st, 5th, 9th, 13th, 17th, 21st, 25th and 29th and November 2nd, 6th, 10th, 14th, 18th and 22nd.

In total, 'Empress' will bring an estimated 27,000 tourists to Portimão before 2011, further contributing towards the exponential growth of the city's cruise port.

Its strategic location between the Atlantic and the Mediterranean has made Portimão a popular port-of-call, as well as the 'excellent' safety conditions that the local Town Hall claims it offers.

Last year Portimão welcomed a total of 38 vessels and 23,588 visitors, corresponding to a growth of 46 percent in terms of arrivals and 110 percent in terms of the numbers of passengers in comparison to 2008.

The weekly ferry to Madeira, the 'Volcán de Tijarafe', which is operated by Naviera Armas, also contributes with an annual 27,826 passengers.

By the end of this year 68 cruise ships are expected to have stopped off in Portimão, bringing with them some 60,000 tourists, representing a 79 percent growth in traffic and 155 percent growth in terms of visitors, in comparison to last year.

Portugal's biggest modern and contemporary art collector, Jose Berardo, was out in the Algarve sun last week for the unveiling of 10 monumental sculptures by British artists from his collection as part of a 40 million euro campaign to boost the cultural appeal of the golf course-studded holiday coast. In Florida, golf clubs are used to display and sell outdoor sculptures to wealthy collectors. In the Algarve, the chosen spot is an archaeological site in the Vilamoura resort, where the remains of a Roman villa have been excavated.

"I like the juxtaposition of the old with the new," says Berardo, dressed in his customary black crew-neck shirt and suit.

So, clearly, did the tourist board.

Now 66, Berardo is a self-made man, amassing a fortune in South Africa from gold and diamond mining, which he then diversified into a wide variety of investments. An inveterate collector, he started as a schoolboy with stamps, postcards and matchboxes and graduated to modern and contemporary art in the Eighties. His various collections, which include art deco and Chinese porcelain, encompass more than 40,000 works, of which some 1,200 are by well-known modern and contemporary artists with a value, he has said, of $750 million (£486 million). So far, he claims never to have sold a thing, though that might change.

I first heard of Berardo in the early Nineties when his then adviser, Francisco Capelo, was a familiar figure in the London salerooms, building what was to become a very fine collection of English pop art. The market was in recession, so it was a good time to buy, and Capelo paid top prices for vintage works by Allen Jones, Joe Tilson, Hockney and Hamilton. One of his favoured galleries was Whitford Fine Art. Another was the Lisson gallery, where he was a major buyer of works by Tony Cragg and Richard Deacon. His range was encyclopedic, stretching from Mondrian to Bacon and Warhol, taking in en route virtually every Western avant garde movement of the post-war era.

Berardo went public with his collection in 1997, displaying works at an old casino in Sintra, and then in the Belém Cultural Centre in Lisbon. In 2006 he came to an arrangement with the Portuguese Ministry of Culture whereby the centre would be renamed the Berardo Museum, but the ministry would manage the bulk of his collection with the option of buying it after 10 years much as the Spanish state did with the Baron Thyssen collection in Madrid.

Some of the sculptures in the Algarve, which will be there for the next year, are part of this arrangement. Fleet, a classic 1971 sculpture of painted steel girders by Anthony Caro, was bought in 1988 for £22,000 not much by today's standards, but at the time it was the second highest auction price for Caro. Henry Moore's monumental Reclining Figure: Arch Leg, from 1971, cost just over £1 million in 1995 a record for Moore at the time. Most of the works on display, however, have no such ties. They are managed by Berardo personally because they were bought later, in 2007, from the Cass Sculpture Foundation, a charitable trust which commissions outsize sculptures and displays them in woodland in Goodwood, Sussex. Wilfred Cass, the charity's co-founder, said the sale of eight recent works by Lynn Chadwick, Allen Jones, Tony Cragg, Zadok Ben-David and others was the largest single sale he had ever made to a European collector, though he would not disclose the price.

Since then, however, Berardo has been less active. His fortune, estimated by Forbes in 2008 at $1.8 billion, fell sharply the following year to $1 billion. This year he was dropped from the billionaires list, his wealth assessed by the Portuguese press at $760 million. He has not been buying so much, he told me, because contemporary art has become so expensive. Much of his art collection has been used as collateral to borrow from banks.

Sweeping aside suggestions that he doesn't own his collection any more, he does concede that, in the long term, he is less worried about ownership than about the visibility of the art in the collection and its educational role.

"I want to promote history," he says with a grand gesture around the Roman ruins where his sculptures stand some comfortably, others a little incongruously like a playground in the sun.

History indeed and tourism. Most of the tourists have now left the Algarve. Vilamoura is peaceful and uncluttered; but there are plans for it to become the biggest holiday resort in Europe. Next summer, it is hoped, Berardo's British sculpture, signposted on all the local roundabouts, and visible from some distance, will be pulling in the crowds.

Portugal is popular amongs overseas home buyers looking to purchase real estate in Portugal

Interest in buying property in Portugal and the US is increasing with more searches being carried out on these locations, according to the latest report from Rightmove Overseas.

Overall some 61% of locations tracked by the real estate portal saw increased searches in August, while 38% experienced decreases and 0.1% had no change.

Portugal leads the recovery among traditional destinations with a 23% rise in searches and along with the US it dominates the top 10 climbers in the averaging an increase of 12 places a month up the charts.

August is a historically strong month for search activity on Rightmove Overseas as British buyers return from their summer holidays abroad with dreams of capturing the experience by owning property where they were staying. August 2010 was no different with a 12% lift on July's search activity.

'As the summer holidays draw to a close it seems Portugal and the United States have been the biggest winners taking eight out of the 10 Top Climber places in our chart. The surge in interest for Portugal has pushed it up into fourth place, back in front of its arch rival Italy for the first time since May,' said Robin Wilson, Head of Overseas at Rightmove.

Key regions driving the change were Costa Verde and the Western Algarve, both up 45% with the Silver Coast also putting in a 25% uplift in searches.

Across the other side of the Atlantic, the South Eastern United States are also strongly up in search activity with The Keys and Gulf Coast up 25% and Florida in general up 30%.

'Poland's first showing in our trending chart is a positive sign for Eastern Europe, delivering consistent upward performance over the last quarter in searches on Rightmove,' added Wilson.

The index also shows that as memories of the FIFA football World Cup fades, searches for South African property are also on the decline, down 7% on July, probably settling back to a more natural level.

Sterling's renewed strength against the Euro in August could very well have contributed to the increased demand for property in Portugal, according to David Kerns, Private Client Dealing Manager at Moneycorp.

'The rate was above the 1.20 level for most of the month and even reached highs of 1.22. At Moneycorp, we've seen an 87% increase in demand for property in Portugal between July and August, which certainly mirrors this currency movement,' he said.

'While the US Dollar strengthened against the Pound during August, making property more expensive for British investors, a good exchange rate at the start of the month and a stream of negative US financial data may have encouraged UK interest in property,' he added.

Despite very low interest rates, economists believe that Portugal's housing market could decline further as the country implements measures to reduce deficits, and new residential construction levels decline. he average price of houses in Portugal fell by 0.3% in Q2 2010, after four consecutive quarterly price increases, according to the Instituto Nacional de Estatistica (National Statistical Institute or INE), with concerns over Portugal's deficit worsening.

Compared to a year earlier, the average price in Q2 2010 was up by 2.9%.

Nevertheless, the Algarve, with its Mediterranean coasts, bucked the trend of falling prices in Q2 2010. The average price in the region rose to 1,491 per sq. m., 1.9% up on the previous quarter.

Algarve tourism is recovering

The tourism industry experienced a good growth in August, surpassing the numbers of August 2009. According to the hotels association in the Algarve (AHETA), the numbers in August showed an increase, exceeding last year's results. The AHETA states that the accommodation rate per room reached the 92,5%, 2,2% above last August. By areas, the numbers showed some negative fluctuations on Tavira (-3,2%) and Portimão / Praia da Rocha (-1,0%).

The areas with a most important growth where Carvoeiro / Armação de Pêra (+4,3%), Vilamoura / Quarteira / Quinta do Lago (+3,5%) and Albufeira (+2,9%).

The Monte Gordo / VRSA zone registered the highest accommodation rates (97,1%), while in Faro / Olhão the numbers didn't go further the 77,0%.

By categories, the villas and 4 and 5 stars touristic apartments registered the highest growth (+12,5%), while the hotels and 3 stars aparthotels registered +2,8%. The 2 and 3 stars touristic apartments where the only to mark a negative growth (-2,3%).

The main markets to chose the Algarve as a touristic destination marked, in opposition to last year's data: + 2,1% of national tourists, + 28,3% of Spanish visitors and +7,6% of Dutch tourists. The British market had a decrease of 2,7% and the Irish had a break of 33,4%.
